Hariet Tubman Family Living Center


In September 1987, West Harlem Group Assistance, Inc., opened the Harriet Tubman Family Living Center (HTFLC), a one-hundred unit transitional housing facility providing temporary housing for homeless families displaced by fires, building condemnations, disasters, or evictions. In November 2006 the units were decreased to a forty-five unit facility. A proposal has been approved for permanent housing to replace the fifty units.


Families are housed in self-contained apartments. The contract for management is with Housing Preservation Development (HPD). Families are referred by, Housing Preservation Development (HPD), and Department of Homeless Services (DHS).

Residents are expected to seek permanent housing while living in the center. Residents are required to follow rules and regulations as outlined in our Resident's Handbook, which is given to each family at intake


The break down of apartments is as follows:

  • 18 - (1) bedroom,
  • 27 - (2) bedroom,


Over the past twelve (12) years the center has housed approximately, two thousand, four hundred, fifty-four families (2,454), which represents approximately twelve thousand, four hundred, twenty (12,420) adults and children. A family's average length of stay is eighteen (18) months to twenty-four (24) months.

 
              PROGRAMS
  • HPD/Relocation – PProvides assistance with permanent housing and relocation services for HPD residents.
  • Board of Education – Addresses school related matters, i.e. school registration, placement for regular, special education and high school.
  • Boys Harbor, Inc., Daycare Center – The daycare center provides services for 40 children 2 ½ to 6 years old. The goal of the center is to prepare the children for primary grade by enhancing their academic and social development.
  • Ryan Health Center – The Ryan Community Health Center team consists of a Physician, Physician Assistant, Licensed Practical Nurse, Social Worker, Nutritionist, Substance Abuse Counselor and Outreach Worker, who provide Primary Health Care, Mental Health Counseling, Substance Abuse Prevention Services and Health Maintenance Workshops.
  • Recreation – Harriet Tubman Family Living Center provides recreation and learning opportunities for children ages 6-12 which includes: Tutoring, Field Trips, Games, Computer Training, Arts and Crafts
  • The New York Cares Volunteers – - Assist with transportation and tickets for special events averaging three to four education/recreation trips per month serving 25 to 30 children per trip.
  • Single Parent Resource Center (Kids Club) – Provides positive peer support, coping skills, arts and crafts and tutoring, geared toward drug prevention and helps with making the transition to and from the shelter system.
