Neighborhood Preservation Consultant Program


West Harlem Group Assistance, Inc. assists other Harlem landlords and their low income tenants through the Neighborhood Preservation Consultant Program. The major goal of the program is to help local Harlem residents remove barriers to quality affordable housing. This program offers an array of services and counseling to local tenants and landlords to prevent displacement and homelessness. Counseling, classes and materials are provided in English and Spanish.

Eviction Prevention Counseling advises on responding to landlord actions such as holdovers and dispossess proceedings. During the proceedings counselors and clients work together to find alternative housing in case eviction occurs.

Residents that are homeless or are living in over crowded conditions are assisted with obtaining housing subsidies and finding affordable housing. Counselors assist potential renters with applying for Section 8. Households with members living with AIDS are linked to the Division of AIDS Services (DAS) rental support. Elderly seniors on fixed income are assisted with obtaining Senior Citizen Rent Increase Exemption (SCRIE). This program is for people 62-years or older with yearly incomes below $24,000 who may be eligible for exemption from all or some increases in rents.

WHGA also has a Home Preservation Program to help building owners with low income tenants address building code violations that most effect low income renters.

Eligible property owners with low income tenants can receive assistance in applying for rehabilitation loans subsidies and tax abatement programs. These publicly funded programs typically assist building owners that offer affordable rents to low income households.
